Maldon District Public Space Protection Order (PSPO) Review Consultation - Dog Control

Dear Partner

Maldon District Council is inviting feedback from key partners, residents, and local businesses as part of the review of the current Public Space Protection Order (PSPO) that manages dog control across the district, including in parks and cemeteries.

As a Local Authority, we are committed to promoting responsible dog ownership and ensuring that our authorised officers have the appropriate tools and powers to educate and enforce when necessary. We propose to retain the existing PSPO conditions, which include:

Maintaining the district-wide condition making it an offence to fail to pick up after a dog has fouled.

Providing authorised officers with the power to request that a dog be placed on a lead if its behaviour is, or is likely to be, detrimental to the local community.

Requiring dogs to be kept on leads in specific areas, such as cemeteries.

Maintaining dog exclusion zones in designated areas, including children’s play sites and enclosed sports pitches (e.g. tennis courts, bowling greens).

Continuing the requirement for dogs to be kept on leads at all times in high-footfall areas of Promenade Park and Burnham between 1st April and 30th September.

As part of this review, we are also seeking views on two proposed new conditions:

Extending the PSPO to include two open sports pitch areas — one in Promenade Park, Maldon and one in Riverside Park, Burnham — where dogs would be required to be on leads at all times.

Extending current seasonal lead requirements in specific areas to become year-round restrictions.

The consultation will run for six weeks, from 10th April to 22nd May 2025.
